With more than 220 regular faculty members, 1, 600 graduate students and 2,700 undergraduate students located in seven academic departments, Engineering is the second largest college on the Berkeley campus. A multiunit Dean’s Office provides administrative, student services, development, and capital projects services. COE occupies ten buildings on the Berkeley campus and has extensive facilities at the Richmond Field Station. Operating expenditures for the College as a whole are close to $200 million annually. Under the auspices of the College of Engineering Dean’s Office, Richmond Field Station (RFS) Operations and Facilities Management is responsible for maintenance of the physical plant at the Richmond site consisting of over 80 buildings and structures and involving approximately 500,000 assignable square feet. The staff of 20+ includes the RFS Manager, Superintendent, Management Services Officer, Skilled Craftspeople, Administrative Assistant III, Laborers, Custodians, and student workers. The operating budget is approximately $3.3 million per year. Under the general direction of the RFS Manager, the incumbent is responsible for overseeing and directing all day to day physical plant operational requirements of the University’s 150 acre research facility. Involves overseeing and/or managing activities relating to skilled crafts and trades, including one or more of the following: heating, ventilation and air-conditioning (HVAC), boiler operators, electrical, machinist, sheet metal, abatement and insulators, structural (carpentry, painting, roofing, glazer, blinds), plumbing or other skilled crafts and trades. Responsibilities 45% Personnel Management Participates in developing and monitoring operational and budget processes, 9 staff FTE, finance, human resources and space planning. • Coordinates the activities and assignments of skilled craft workers and service unit employees. • Makes hiring selections among job applicants for new and temporary employees. • Recommends employee salary actions, terminations, and performance ratings. Ensures that new and existing staff receives proper training. • Reviews work performed at various stages and upon completion. • Recommends or initiates personnel actions such as promotions, transfers, and disciplinary measures. • Participates in the development and monitoring of policies and procedures for department or department operations. • Coordinate and supervise emergency repair activities which frequently occur during and after working hours. The superintendent must evaluate and prioritize these emergencies, and then assign and direct the proper craft personnel, or contract to perform the repairs. 40% Project Management • Makes daily work schedules and assignments. Plans and directs the daily operational activities of the RFS physical plant. This includes operations involving building and grounds maintenance, natural gas, 12kv electrical, water and sewage systems, as well as construction and maintenance programs involving card entry, carpentry, electrical, plumbing and HVAC shops. • Maintains various work records including written and oral reports; prepares estimates of man-hours, costs and materials required. • Plans and schedules projects, ensures that work meets quality standards and complies with codes and regulations. • Performs routine inspections of the RFS facility: grounds weekly, building semi-annually. Inspections include roofs, foundations, structural integrity, electrical system, phone, data, plumbing drainage and roads. Supervises inspection services provided by outside contractors. Superintendent also oversees all maintenance service contracts, including grounds, HVAC, water treatment, fire systems, and crane equipment. Included with this responsibility are the annual bid preparations, contractor walk through and monthly inspection and evaluation of contractor productivity. • Serves as key controller for all keys and locks at RFS campus. Manages inventories and updates records using BEST Key System. Manages locksmith services; provides keys, programs electronic door controllers, etc. • Further improves the preventative maintenance and energy saving programs designed to increase overall maintenance efficiency and reduce labor and equipment failure costs. Responsible for implementing changes, training personnel and managing energy use to achieve optimum results. • Responsible for maintenance of Richmond Field Station vehicle fleet which consists of autos, trucks, and heavy equipment. Responsibilities include coordinating maintenance inspections, repairs and record keeping required by California motor vehicle codes. • For large scale projects, solicits cost estimates from outside contractors and acts as RFS liaison with selected vendors throughout renovation/construction. Act as inspector on outside contracting work, reviewing job specifications and daily performance. • Responsible for inspecting buildings and building systems, infrastructure systems including gas, water, electrical, roads and other paved areas and concrete walks. Documents deficiencies and make recommendations for necessary repairs or replacement; prioritize projects and generate preventative maintenance programs to assure buildings and infrastructure systems are kept in good state of repair and operation. • Using Auto CAD software generate drawings, sketches and other documents as required to support minor building renovations and improvement projects performed by maintenance staff; maintain and update all blueprints, facility drawings, OMN manuals, building floor plans, utilities, product warranties, and infrastructure files; provide technical and design support; analyze work to be accomplished in line with accepted trade practices including relevant code adherence. 15% Department Safety Coordinator • Coordinates regulatory requirements with EH&S, Fire Marshal’s Office and other campus departments. • Point of contact and coordinate annual inspections and regulatory compliance programs involving fuel tank, FEB, IEPP, chemical inventory/storage/waste removal, lab and shop self inspection, fire and life safety inspection, fume head inspections, hazard and toxic reports. • Coordinates and schedules annual emergency drills. • Respond to related issues promptly and within established deadlines. • Manage crane maintenance and safety training (including forklift and vehicle lift). Maintain safety records and schedule safety training. Establish and Chair the quarterly departmental safety meetings. Required Qualifications • Solid knowledge and skills in the specialty craft supervised. • Solid supervisory skills to include organization, scheduling, assigning work and ensuring quality standards are met. • Solid financial skills to accurately project costs of potential jobs and to consistently complete work within established budgetary and time constraints. • Skills to actively promote and maintain safety standards. • Solid skills to effectively select and evaluate staff, and to appropriately handle disciplinary issues. • Working knowledge of policies and procedures relative to facilities maintenance, equipment, safety and emergency preparedness. • Working skills in supervising facility maintenance and improvements. • Working skills in interpersonal communication and motivation of staff. • Working verbal and written communications skills. • Working skills in building maintenance work to include one or more of the following: basic plumbing and pipefitting, carpentry, painting and plastering, service of machinery, electrical maintenance, and custodial. • Thorough knowledge in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state and federal legislative processes. • Thorough financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests. • Thorough knowledge of the campus, including its vision, mission, goals, organization, achievements, infrastructure and short and long range strategic capital projects plans. • Excellent organizational skills including skill in consistently and effectively meeting budget and time deadlines. • Excellent skills to lead, direct and manage personnel including selection, training, evaluating and as required taking corrective action. • Excellent written, verbal and interpersonal communication skills, including skill to work effectively with multiple constituencies to advance organizational objectives. • Bachelor's degree in related area and/or equivalent experience/training.
