RESPONSIBILITIES AND DUTIES:This position is for a Program manager to oversee the day-to-day operations in support of the Project Director Distributed Learning System (PD DLS). PD DLS is a project office under the Army Program Executive Office for Enterprise Information Systems (PEO EIS). Responsible for managing the PD DLS PMSS-2 task order. Provides on-site supervision (at a government leased facility in Newport News, Virginia) of the planning, execution, and evaluation of a multifunctional team of technical, program management, operational, and administrative employees. Responsible for Task Order execution and for meeting schedule and cost goals. Serves as the Engility POC with PD DLS and the COR for task order execution.Provide full authority to act for the Contractor on all task order mattersAuthorized to secure, allocate, and direct resources such as personnel, equipment, tools, and material involved in this effort to enable the accomplishment of performance objectives, comply with specified standards, and fully respond and satisfy established and emergent requirementsThe PM (or alternate) shall be available to meet (in person) with the Contracting Officer Representative COR within one (1) hour of request during normal working hours or four (4) hours during off-duty hours.Manage and oversee the administrative and daily operations of Task Order, ensuring compliance with scope and customer expectationsReview and approve timesheets and expense reportsOversee the supervision of personnel, which includes work allocation, training, and problem resolution.Evaluate performance and make recommendations for personnel actions.Motivate employees to achieve peak productivity and performanceManage contract and/or funding; approve and monitor sub-contractor expendituresCoordinate and/or assist with proposal writingProvide technical and/or professional coordination and leadership in the execution of day-to-day program/project activities, as appropriate to Task Order objectives and task functional areasDevelop annual operating budgets and provides interim Forecast reportsTrack labor hour expenditures and maintain system for managing records and tracking burn ratesCoordinate, collect, and compile program activity data into narrative program reportsImplement policies and procedures in accordance with those of the Engility corporate organization to ensure efficient operation of the program/projectSupervise and train employees, to include organizing, prioritizing, and scheduling work assignments to ensure the appropriate amount of coverage for each taskEstablish and maintain a cooperative work environmentProvide assistance with DLS budgeting, cost estimating, and economic analysis activitiesAttend DLS management staff meetingsParticipate in various DLS Working Integrated Product Teams (WIPTs)Options:Engility Corporation was formed in 2012 and is headquartered in Chantilly, Virginia.
