Reporting to the Manager of Construction and Commissioning for the Industrial Steam Turbine business you will be responsible for the execution of commissioning and testing of the allocated scope for steam turbine site works whilst maintaining high QHSE requirements.


The Technical Commissioning Advisor is responsible for the planning and execution of the Commissioning, trial run, acceptance testing and inspections/measurements within the scope of work associated to the assigned project; he is accountable for the technical


Safety of systems within his scope of work from turnover from erection until hand over to the customer.


Organisational Reporting


Reporting directly to Construction & Commissioning Manager and to the Project Organisation.

Internal: Project Manager, Scheduling, Procurement, Quality Assurance, Engineering, Site support


External: Client, Authorities


Responsibilities

Management of scope


Manage, perform, coordinate and monitor the commissioning of the systems specified within the scope of work/contract ensuring:


§ Commissioning is performed in a safe and timely manner in accordance with the specification and issued engineering documents whilst respecting contract, budget and time schedule obligations.


§ Facilitating the turnover of systems from erection to commissioning and from commissioning to the customer in accordance with current procedures and work instructions.


§ The technically safe operation of the equipment from system turnover from erection until PAC. (Equipment handover to Client)


§ Adherence to local safety legislation, customer defined site rules, environmental protection measures and the project health and safety plan.


§ Participate in site meetings by arrangement with the Project Manager.


Management of resources


All available resources, tools and aids should be utilised in order to maximise efficiencyand achieve the goals of the assignment with a particular focus on striving forcontinuous product improvements and cost reduction. This will include:


§ Timely mobilisation / demobilisation of Technical Commissioning Advisor, specialists and other associated staff through the Construction & Commissioning Manager according to the resource requirements of the project.


§ Personnel assigned to him are fully acquainted with the site-specific rules, safety regulations and environmental protection measures and that they perform their work in respect of all such matters.


§ Managing, assessing, supervising, mentoring and supporting the commissioning and other personnel assigned to him.


§ Ensuring correct behaviour and good teamwork within the commissioning team in accordance with company policy and local requirements/regulations.


§ Employee assessments for all members of staff reporting to him are performed in accordance with current procedure.


§ Train the customer staff in operation and maintenance as instructed by the Project Manager.


§ Manage the handling and inspection of the commissioning test equipment.



  • Organise the timely return of all commissioning test equipment after completion of use.


Quality, Health and Safety Management and Documentation


§ Ensure that all aspects of the EHS plan are implemented at the place of work.


§ Monitor, inspect and report on working areas and working parties under his control.


§ Ensure any accident or incidents are communicated to all relevant parties in a timely manner.


§ Ensure that commercial and technical deviations are reported with a corresponding non-conformance report (NCR) and that the same are followed up until their completion.


§ Ensure the engineering department is involved in handling technical problems


§ and decisions.


§ Deviations from the agreed goals are reported and that corrective measures are initiated by arrangement with project management.


§ Ensure all witness points of systems specified within the scope of work as defined by the contract and local regulations are respected.


§ Ensure commissioning, operation, quality and feedback documents are issued.


§ Approve and sign the commissioning documentation issued by Site Commissioning Engineer after having checked the same for completeness and correctness.


§ Hand over the collected and collated commissioning, quality and feedback documentation and software (originals) with a document list to the Project Manager for customer release.


Reporting and Administration


§ Keep a diary to record daily work, occurrences, problems, special information plus a list of pending items.


§ Maintain logbooks to record commissioning and operational events as specified in the work instructions.


§ Provide update information related to the commissioning system time schedule and the commissioning staff resource planning to the Project Manager.


§ Provide, by assignment completion, a Field Service Report and forward the


§ same to the Project Manager.


§ Provide technical experience feedback to project management and project engineering.


§ Provide statistical, administrative and financial feedback to the Construction & Commissioning Manager and Project Manager.


§ Check the time sheets of the personnel assigned to him and forward the same to the Construction & Commissioning Manager.


Accountabilities


Accountable for the success of the commissioning scope for Small Steam Turbines


projects under his lead.


Qualifications

Educational Requirements


§ University degree or equivalent or better (bachelor / master)


§ EHS training courses level I & II


§ Language English fluent


Knowledge / Experience


§ Two to four years experience as an operation engineer in the specified field


§ Levels 1 and 2 of COMET (Commissioning Engineer Training) or comparable


§ experience


§ Background know how of power plant processes
