Departmental Overview The Campus Shared Services Center (CSS) supports the administration of Human Resources/Academic Personnel Support, Business and Finance Services, Information Services Technology, and Research Administration for the UC, Berkeley campus. CSS is committed to developing a culture in which employees are actively engaged in the work, mission, and vision of the organization and of UC Berkeley. This position will work in the CSS HR/APS unit in support of the Academic HR Manager of the Optimization/Operational Effectiveness Team to develop processes, documentation, tools, training materials and implementation strategies for the service delivery and operational team within CSS HR/APS. The incumbent will utilize their in-depth knowledge of academic personnel and human resources to ensure that CSS HR/APS processes and tools follow applicable federal, state, UC system wide and local campus laws and policies. Utilize understanding of academic departmental business needs and culture to ensure that CSS HR/APS processes and tools adequately meet customer needs while accomplishing appropriate workflow within a shared service environment. Support CSS implementation efforts by reviewing cohort academic personnel data and practices to anticipate service needs. Responsibilities AP Operational Effectiveness Consultation: • Makes recommendations that affect the strategic direction of CSS HR/APS organization in regards to academic personnel. Builds broad networks across the AP population on campus. • Provides advice to AP Effectiveness Manager and recommends strategies for addressing sensitive situations involving academic appointees and/or requesting exceptions to policy. Serves as an escalation point within CSS HR/APS for AP specific issues. • Provides guidance to HR Gen 2s, 3s & 4s on service delivery teams with regards academic employees concerning complex and/or particularly sensitive academic personnel related issues.. Analytics and Metrics: • Analyzes operational reports to identify trends and opportunities for service optimization, resolution time improvement, and service customization specific to AP. • Develops key performance metrics and tools to monitor and measure performance. AP Training and Development: • Serves as subject matter expert to identify, develop and implement CSS HR/APS training programs concerning academic personnel policy and operational practices. • Determines the most appropriate method to deliver the training content (i.e., online course, in classroom, factsheet, job aide, etc.) • Measures the success and impact of program and makes adjustments. AP Process Improvement: • Manages AP process development and improvement for CSS HR/APS. Works with HR Gen 2s, 3s & 4s on service delivery teams and operational staff to document best practices, internal policies, and processes and work tools. • Liases with CSS Process Improvement Team to provide AP subject matter expertise and participates in special projects. Required Qualifications • Requires advanced knowledge of and ability to apply/interpret system-wide, campus and college policies and procedures that govern academic personnel and human resources. • Advanced knowledge of CSS HR/APS and campus goals, priorities and values and the legal and human implications of decisions. • Ability to analyze complex management issues; develop project scope and solutions, give professional advice and make critical decisions regarding personnel. • • Demonstrated initiative, tact and planning skills. • Ability to communicate effectively with diverse audiences. • Ability to understand client issues specific to AP, in addition to the business needs of other key campus administrative offices dealing with academic personnel. • Working knowledge of the campus HR information systems. • Understanding of HR service delivery and business strategy in a shared service environment. • Ability to develop and support strategic planning initiatives. • Understanding of the service level agreements and AP service commitments. • Advances skills in standard professional software, including MS Word, Excel, Visio and GoogleDocs.
